D23 is a documentation and reviewer-hardening step. It does not replace D20,
does not edit the D20 manifest, does not submit QPU jobs, and does not upgrade
finite diagnostics into physics. It adds a current branch-closure layer and a
new practical research direction: ITHKOR-SIM.

## Reviewer V2 Set

The reviewer V2 set is broader than D20. It keeps the original reviewer
discipline while adding E/F quantum-to-macro rows and the latest CGR/TGR
closure state.

## What Changed Since D20

D20 froze a representative reviewer bundle. D21 checked the bundle for clean
use. D22 reran non-QPU rows and recorded drift. D23 adds:

- a branch-closure ledger after CGR/TGR;
- E/F quantum-to-macro status in the reviewer-facing map;
- latest COND/GR/TIME bridge boundaries;
- an explicit ITHKOR-SIM practical research pivot.

## Practical Next Step

The next work should not attempt to force blocked physical bridges. It should
ask whether the verified finite diagnostics have practical value:

- adaptive level of detail from coherent-mode pressure;
- compute allocation from source-response fields;
- checkpoint placement from stable public records;
- event scheduling from scoped dark/entropy internal ordering;
- compression from negative-control-aware information pressure.

## Later SIM2C/SIM3C Practical Pass Layer

D23 opened the SIM pivot. Later SIM2/SIM3 follow-up work refined that pivot:

- SIM2/SIM2B remain boundary results for bare checkpoint placement.
- SIM3/SIM3B remain boundary results for mask-only or hybrid detail
  compression.
- SIM2C passes temporal-jet checkpoint records in 3/3 counted structured toy
  worlds.
- SIM3C passes observable-capsule compression in 3/3 counted structured toy
  worlds.

This upgrades the practical pilot scope, not the physical claim scope. The
allowed next step is a real or semi-real simulation benchmark that tests:

1. adaptive update budgets from SIM1/SIM4;
2. temporal-jet checkpoint records from SIM2C;
3. observable-capsule compression from SIM3C;
4. uniform/domain-native, source/gradient, random and shuffled controls.

Stress/noise rows remain separate. No QPU was run for SIM2C/SIM3C, and no
claim is added about physical correctness, spacetime, gravity, quantum gravity
or the universe being a simulation.
